According to the wiki, conduits are supposed to attack hostile underwater mobs, as well as giving the player a buff.
The buff is working, but I've placed a conduit at the mouth of an ocean monument and the guardians are swimming all over it unharmed.
The full conduit structure is built, the conduit is activated. Hence, the effect still working.
Update: Also ignores drowned zombies
Update: Please mark this as resolved, it wasn't a bug. I had the structure built wrong so the conduit was active but wasn't killing mobs, required more blocks. Apologies

I am having the same issue. Screen shots attached. Guardians are swimming around on the conduit I have the buffs. No attacks. Conduit built completely (as per the wiki. Conduit is active:

[media]I disassembled the entire structure and rebuilt it (in creative mode) and it started working. Not sure why. As best as I can tell it was block for block identical.
Oh yeah, Version 1.16.5. Should have put that in earlier.
I also have same problem on Bedrock version, then I try some test on my previous survival world and something odd happens.
On first screenshot the conduit not attack any mob on water, then the conduit start attack on mob, as you can see on second and third screenshot I try different construction and work but I have change the difficulty to hard, if I change on other difficulties the conduit will stop attacking.

Conduits only do this if you build the entire structure, which requires water sources, and any type of full prismarine block or lantern.
