[MC-151284] Particle effect of the adjacent block shows up when touching down

For example, when landing on the border line between a solid block and water, even if you land on the solid block, you sometimes get the particles of water around your feet.

Steps to reproduce:
Choose a place to fall down to where it's on the border line mentioned above, like really, really close to water but not in water, and you get water particle effect while landing on the solid block.

wai. the block used is the block under you, and since you are in the water block's space, you get the water block's particles.

I don't see why it's a duplicate of MC-122547, maybe I didn't clarify in the title. MC-122547 is about wrong particle effect while this ticket is about particle effect of the adjacent block showing up.

By the way how do you find whether an issue is a duplicate if the titles are so different? I would never have thought of searching for things like MC-1133...

In this case I searched for "MC water fall particle" (or something similar, don't remember) and eventually got to a duplicate of that ticket.
