Water flows inward under the edges of blocks

Waters flows inward under the edges of blocks, even though they should be "flat". This is commonly found in monuments and makes them almost unexplorable for the player would stuck under the roofs thus become an easy target for the guardians.
This is a bug because it doesn't happen in 1.13.2.
Several videos have been attached along with this issue, they should explain how to reproduce.
