Do you mean that structure doesn't appear in the village at all? How many villages have you looked at? If it's not many, then this issue is probably just because of random chance.

I'm pretty sure the snowy shepherds house does generate, it is just very rare, this is also the same with the taiga fisher cottage as it was confirmed by Agnes Larsson for issue: MC-147742
