The bug
After a successful raid, rather than celebrating, all of the villagers remained in their homes. I later discovered they were all standing on beds after a mining session. After breaking the beds they began to run and leap like when a raid is victorious. I believe their boxes become stuck on the bed's entity frame.
How to reproduce
Create new world and find a village
Begin placing beds for villagers to sleep in
Watch their behavior. What alerted me as well to the bug was them not gathering around the bell like usual.
(It may have to due with beds being clustered every other block together along one wall, causing overlapping)

I have experienced similar behaviour but in 1.14.4
However the villagers did celebrate, but after the celebration ended, they returned to stand on their beds and do nothing. Not until after I quit the game and entered again.
The raid started during nighttime when the villagers were asleep and ended mid day.
I encountered this now in 1.15 prerelease 3.
After a repelled raid, most of the villagers just stood at beds, did not sleep or follow their daily routine. Destroying the bed or placing food in the vicinity caused them running around in search for a new bed.
I recall that ringing the bell after the raid concludes had reset them, but also restarting the server worked as well.
Please check if that's still an issue for you in the latest 1.17 release or the latest 1.17.1 pre-release 1.
I'm also seeing the same behaviour by the villagers following a raid. They are all gathered in the houses, usually standing on the beds. The same reaction to the breaking of beds also occurs if you throw bread near them. I haven't tested it but I assume that other foods that cause them to become "willing" like carrots, potatos, and beetroots also works.
Edit: Okay, just a follow-up. I seemed to have fixed the issue by ringing the bell. The villagers are now going about their usual routine.
