[MC-153661] Villagers always ring bells in the same direction, even if that should not be possible

When villagers ring bells, they always ring them southward regardless of whether it's possible or not.

May relate to MC-153658 due to similar bell glitches.

Despite this being fixed the villagers now always rings the bell in the wrong direction compared to the bar the bell hangs from if it's hanging between two blocks.
No matter if the bar is oriented north-south or east-west.
When a player rings a bell it will always swing perpendicular tho the bar and can not be rung from the other side.
