Unable to start raids

No matter what level of Bad Omen I have, entering a village does not trigger a raid. I've tried multiple villages, letting Bad Omen expire and getting it again, and still nothing. 

This started when a Illager Patrol spawned outside my village, hopped over my fencing into my village (not cool), and I shot them inside my fencing. Ever since, I have not been able to start a raid.

I've also been unable to open a trade with a villager since then, but I see that issue has already been reported.

You might be missing some things because I can tell that your world is made before 1.14. You need a villager, a bed, and a block that they use (E.g grindstone etc.)

Please check whether those are present in your world.

Also, I'm not too sure on that, but a bell might be required as well.

I've had raids in the past. It has worked. It just hasn't worked since the patrol hopped over my fence.

I have villagers. They're all locked up in a building I built them together, so even if breached, the raid wouldn't be able to kill my villagers or destroy the beds. In the first picture, my crosshairs are on the building they're in. The second is the inside. There are beds in the village as well.

I've added three bells, a couple profession blocks, and stuck a villager in a bed in an alcove of that building. 

I believe the villagers not only need a bed and a workstation but need to actually be assigned to one. Staring at your villagers, use the /data get entity (tab here to its ID tag) Brain     Now check the coordinates of your villager's bed and workstation and make sure it's not bugged.
