Tamed wolves do no longer teleport to the player when they're in water

The bug

I tamed two wolves to bring along with me, and when I walked away from them, they wouldn't follow me while they are in the water. Same applies to cats.

These pets need to stay in loaded chunks and outside the water in order to be able to teleport to you.

@Johnibur is this the desired behaviour from now on (1.14.4-pre2)? 

Dogs (pets) should also be able to TP to the player when they are in water (standard behaviour in previous versions).

Think of walking on land,  then swim through water, dogs follow you into the water (and move very slow), and when you're on land again they used to teleport to your position. Now they crawl slowly through the water, and if they are far away from players then mob pathfinding will be disabled for them, and they keep their position forever.

And: You cannot keep them from following you into the water except by sitting them down - then they wont teleport at all,

 

No, I mean they need space on land out of water to be able to teleport to you. This explain why you can lost them from following you.

Also of note with this bug, wolves stuck in flowing water can become permanently trapped until said water is adjusted; I lost three wolves to a half-filled pond and found them later wading in the shallow end, unable to jump out and unwilling to teleport away.
