The bug
The bug that I found a couple of weeks ago is that the tamed wolves and cats are not able to teleport to the player when they are on the snow layer block and ice blocks (other blocks works just fine).
The video shows the evidence of wolves with 2 examples:
1st wolf: On the grass block
2nd wolf: On the snow layer block above the grass block

this is still happening in 1.14.2, they don't teleport to you on frosted ice blocks either. this makes travel over oceans super annoying
As of 1.14.4 it seems this issue has gotten worse. Now it seems they won't teleport at all, no matter what kind of block you're on.
Still in 19w35a, teleporting seems to work sometimes in general now but im still getting inconsistent results. It may be based on if there are any blocks under the land you're on, as it definitely never works on void worlds. Still completely nothing on snow.
Can confirm in 1.14 pre-release 5. This applies to tamed parrots as well.
