The error appears when I right click on a villager with golden apples in the secondary hand (the left hand). The character at that time begins to eat the golden apple automatically even with life and food to the fullest.

I encountered this same bug, except with any food. When right clicking on a villager with food in your hand, your player will attempt to eat it. If the hunger bar is full, it won't, with the exception of golden/enchanted golden apples.

This seems to be a duplicate of MC-141494, which should have been fixed in 1.16.
Works as intended, players are able to eat golden apples at full hunger simply due to its ability to give you status effects.
