Entering certain chunks from West to East (towards positive X) along the Z axis causes a lag spike.
I apologize for the lack of information, but I'm uncertain of the conditions that cause this. Playing this world regenerated with the same seed offline does not reproduce the bug.
Edit: This bug doesn't seem to only happen when moving +X. It now occurs with random chunks and directions. Again, I have no idea what the conditions are for causing this.

I forgot to mention that restarting seems to temporarily fix the issue. Maybe another program causes this?
Hmm. I can confirm that there's a medium to massive massive lag spike when entering that chunk, especially when coming from that cave-ish room.
Generally, when crossing chunk borders in that world, there seems to be a lag spike.
Disabling the BlingEdit data pack doesn't seem to change anything.
What exactly causes this lag I couldn't find out due to MC-158870.
Is there anything else I should do to help? Or do I just kinda hang tight?
Hi I also have the same issue you can see i have reported it to (https://bugs.mojang.com/browse/MC-160284) but anyway heres a little wierd ting, it seem when i run and hold the jump button, the game doesnt have lag spikes. kinda wierd
What Sindre-Elias said isn't completely true, though thanks to his comment I found a new behavior.
When traveling more than one chunk away from the bugged chunk border, frame drops do not occur after one crossing. However, every subsequent crossing causes the frame drop bug.

As illustrated in my issue (MC-161807), this isn't limited to AMD GPUs, or CPUs - I'm experiencing this with an Intel CPU, and an NVIDIA GPU - it's not a very severe stutter I'm experiencing, but it's definitely noticeable.Â
I'm experiencing something similar but not so extreme. Do you happen to have blocks placed 10 or more chunks away that are above Y96 in the spawn chunks? That seems to be what causes a similar stutter for me. Whether our issues are related or not, I don't know but figured I'd ask!
I am experiencing this lovely problem myself with and without using OptiFine, messing with Minecraft/OptiFine settings, ram allocation, GPU settings, etc; I have 2080 ti and a i7-8700k processor and get this when crossing any chunk in general whether it is in a new or old world. It would be wonderful if 1.14 got this fix since 1.15 doesn't officially come out until "before the holidays".
 I am also experiencing this on my Minecraft server, there are like 40 chunks where this issue occurs, every time I step in any of those chunks my game freezes. Currently playing on 1.14.4, this issue didn't occur before 4 hours ago and my server is opened for 3 days. I really hope this is fixed for 1.15

For us it's actually a big old square of chunks. seems to be about 33x37 chunks big, entering from outside these chunks looks just like the author's video.
Essentialy lag spike when you enter chunk, go back further and forward again, no spike. but go back one chunk over the spiked chunk wall and back again, boom, spike.
Really odd issue, our "walls" seems to be at chunk xyz: X-665, Z-51, X-631, Z-13. draw a line between these chunks and you have the chunk spike square
Checking back in from 2020 1.15.2. I have about a 20x20 Chunk Square that causes lag when you enter, place about 10 blocks or every 10 seconds. The issue is on all brands of CPUs and GPUs as well as ram allocation. Tried solving with external means (spigot/bukkit) tho this issue is consist throughout the forks and versions
This bug is happening to me as well, using both the vanilla client and OptiFine, and using vanilla server software and Paper. This only happens when another player is in a "bad" chunk as I show in this video:

We reduced the RAM allocated to the server and that didn't fix it.Â

Your game, launcher or server is modified.
If you can reproduce the issue in a vanilla environment, please recreate the issue.
Any non-standard client/server/launcher build needs to be taken up with the appropriate team, not Mojang.
Any plugin issues need to be addressed to the creator of the plugin or resource pack.
If you have problems on large servers, such as The Hive and Hypixel, please contact them first as they run modified server software.
