[MC-159025] Drowned do not spawn in warm ocean biomes

The bug

Drowned can spawn on deep warm ocean, but can't spawn in warm ocean.

Confirmed via the following superflat world:

minecraft:bedrock,5*minecraft:stone,5*minecraft:dirt,5*minecraft:sand,90*minecraft:water;minecraft:warm_ocean

Weirdly enough, the unsupported deep warm ocean doesn't have this issue. Neither do other shallow ocean biomes. Also note that warm oceans still spawn regular hostile mobs.
