The bug
When holding a map that has been created in the nether, the player marker does not rotate. It does move though.
To reproduce
Create a map in the nether
Look around
→ ❌ The player marker does not rotate

Works as inteded.
Map compasses aren't supposed to work in the Nether. Only the position of players is shown and you can't see anything from the world (not even the bedrock ceiling)

I don't think it's safe to say that this is intended.

Maybe not intended
It says that "the player pointer rapidly spins and is not a good indicator of direction"
But also "the map shows the player's position and direction when they were last in the dimension of the map"

Unable to reproduce in 1.16-pre2. Player marker rotates.

I also cannot reproduce in 1.16.3
My marker does rotate in random directions on both versions marked as affected. Is there any specific way to reproduce it?
