Baby Zombies stop attacking once in a while, and when the player is still

When baby zombies are chasing and attacking players and villagers, they sometimes stop for a second and look somewhere else, and continue attacking after 1 second.

They also completely stop attacking the player, if he keeps standing still. See the video clip attachment.

How to reproduce: This consistently happens every time they manage to hit the player, and they freeze if the player keeps standing still

It was marked as affected as well after the fix version, then it was closed again, but my bug report (which was a duplicate) still stayed up for some reason.

Any leftover issues from fixing that seem to go under MC-2310

This is not fixed, and needs a reopen. They still randomly stop, and it actually got worse after 20w21a.

I can't even reproduce it the same way it was before the fix. They don't stop attacking if you stand still.
