[MC-164814] Drowned always wander around players and attack player occasionally underwater at night

When a fast drowned(Usually it's baby drowned) catch up you, Instead of attack you like common drowned, it will wander around you and hard to hit you
This bug only happen underwater at night

Possibly same as MC-159299. I can really only reproduce while not moving.

@[Mod] NeunEinser They are similar but different, Baby/Fast drowned will also happen MC-159299 like baby/fast zombie when chasing a target on land, but mine is
behavior abnormality of baby/fast drowned when they are chasing a target underwater at night
