Unlike in previous versions, mobs riding on entities use the speed of the entity they are riding on instead of their own speed. This causes certain mobs such as chicken jockeys to move extremely slow.
How to reproduce
Start by typing the following command in chat:
/summon chicken ~ ~ ~ {Passengers:[{id:zombie,IsBaby:1}]}
2. Observe the mob's speed

Please reopen the bug. It can be reproduced in 1.16 Release Candidate 1 with a baby Zombified Piglin riding a Chicken.
The title should be changed to "Mobs riding entities use the speed of the entity they are riding on instead of their own speed" since it also applies generally to other mobs.
The description should then be changed to the following below or similar to describe the bug more clearly:

Is this still an issue in the latest version? MC-153840 seems to describe the opposite of what's being said here and it has the current version marked as affected.
