[MC-160458] Using a portal in an older world creates a new portal instead of taking you to an existing one

What I expected to happen was...:
I expected to come out at the portal that was linked up in all versions since 1.7.10 up to 19w35a.

What actually happened was...:
A new portal was created instead, at another location.

Same issue. I updated the game and entering the portal in the overworld was basically the first thing I did.

The new portal was created in the nether next to the old one. Portal on the left is the original portal. Portal on the right was newly created. Entering the portal in the overworld always takes me to the new portal. But both take me back to the original portal in the overworld.

Edit : Entering yet another portal in the nether also created a new portal in the overworld, but not as close.

This was marked resolved but my daughter and I still have this on the latest snapshot (19W42A) but only when coming from the nether to the overworld. In two cases a stable nether portal was suddenly no longer used and we ended up nearby in another new portal
