Colormap doesn't affect Birch or Spruce leaves

Likely affects other versions as well. The colormap does not seem to change the color of birch or spruce leaves. Also, on a related note, grass in the swamp biome does not follow the colormap (reported in MC-30445, which has been resolved). 

Here I created a colormap for grass with RGB values of ({200, 250}, {200, 210}, {200, 250}), and a colormap for foliage with RGB values of ({0, 20}, {0, 10}, {0, 20}). No value should be close to (60, 54, 32), which is what swamp grass has (as one of the pixels, chosen at random).
