From 19w38a these two chests have the top textures transposed with the open texture, looking inside an open chest you see the solid looking top texture and when closed you see the box looking interior texture on the top.

Forward-resolved towards MC-161338, as that ticket is more detailed.
This breaks resource packs (i.e. requires them to be updated), but vanilla is fine
