Issue can be reproduced by having a sticky piston facing upwards with an observer clock powering it and then stacking honey blocks on top, and then throwing an enderpearl into the honey block.
The player will end up inside the honey blocks he shot the enderpearl at.

Might be related to the collision box not lining up with the end of the block in the pushing direction.
Works on stationary honey blocks, if you throw at the right angle

Tested with cobblestone walls instead of honey with a slightly different setup to keep them moving, and when I enderpearl into the moving walls I go inside of them, and when I used the Quick Carpet mod for 1.14 to make chests pushable, and did the same setup, I go inside of the moving chests when I enderpearl into them, so it seems as though this is a larger issue with enderpearling into moving non-full blocks.
