Double tall seagrass's hitbox is inconsistent with that of other double tall plants

Following the WAI resolution of MC-33580 an inconsistency remains with the double height seagrass block, which has a different hitbox size than other two block tall plants. This inconsistency could be fixed in one of two ways:

• Make the double tall seagrass hitbox a full block in size

• Shrink the double tall plant hitbox to be the same as that of tall seagrass (goes directly against the WAI resolution, but would be the better choice aesthetically and gameplay wise)
