Issue MC-138217 from 2018 shows resolved but it isn't I still get stuck in the boat when trying to exit and am unable to move. I play hardcore and have died as a result of this glitch as I was being attacked at the time and couldn't move or turn.

Seeing as the parent ticket, MC-136367, was fixed in a snapshot for 1.15, you won't be seeing the fix released until that version is out.

So when does v1.15 come out? It's all very well to say this is resolved by something in the future but for normal people that's not a fix!
The issue is still an issue for me until some unknown point.

Mojang does not announce fixed release dates for new versions, in order to ensure they are functional when they are made public. 1.14 is not expected to be having any more incremental updates, unless a major flaw or security risk is discovered. You will have to be patient and wait for the 1.15 release to see this specific issue fixed.
