[MC-165737] Dispensers with hoes inside cannot blocks till blocks certain blocks

The bug

In some cases, such as shears on beehives, dispensers can perform right click actions on blocks using a contained item. This does not appear to apply to hoes on the following blocks, which is inconsistent.

The affected blocks:

Dirt into farmland
Coarse dirt into dirt
Rooted dirt into dirt

I'd like to include an additional note that dispensers are unable to convert rooted dirt into dirt, resulting in hanging roots being dropped. This detail is currently missing from both the Summary and Description of the bug report.
