Changing volume will make game drop FPS until Windows overlay disappears

When I change the volume on my PC, the FPS drops to 1 until the overlay goes away. It doesn't do this on any other game and appears to only happen on some computers. This doesn't occur in fullscreen mode as the volume overlay won't show then.
