[MC-166565] Hand animation repeats once more on right click actions

Happens in multiplayer If you do right click related tasks, for example:

+ placing block, torch

+ opening door

+ accessing the furnace, stonecutter, etc

Reproducable.

Does not happen in singleplayer at first glance.

This bug will only occur when there is high ping lag
The server lagging will create artificial ping lag
In the video when you place the 2nd end crystal the server freezes for a few seconds as it respawns the dragon
