Since the 1.14 came out, there are new berry bushes. You can find them in Taiga and Snowy Taiga and their variants. BUT you will never find them in Giant Tree Taiga biomes. And if foxes spawn there, there should be berry bushes as source of breeding them and food for them.
How to reproduce:
1. Create a buffet that is Giant Tree Taiga or some of its variants.
2. Wander around
3. (x)Notice there aren't any berry bushes

Actually, Vladimír is right, there are no berry bushes in Giant Tree Taiga biomes, and according to the wiki, there have never been any. Tested in 1.15-pre2. Sure you had the right biome selected, @Cory Scheviak?
ok, found a bunch after searching the biome for 5 minutes. They appear to be rare, but they exist. Important to note here that they only generate on green grass patches, but not on podzol or coarse dirt.
I tested on three iterations of the same Buffet world and found berry bushes each time. 1.15-pre2
It appears I forgot to add this addition to the changelog that all taiga biomes should have both foxes and berry bushes now - including Giant Tree Taiga variants!

Forgot to add to the changelog of 1.15-pre2 that berry bushes and foxes should appear in /every/ taiga biome variant now!
Created a new Giant Tree Taiga buffet world and within seconds found a berry bush - can't reproduce.
