When flying out faster than the chunks could load you'll sometimes see the rain

This occoured in my 1.15-pre3, too.
It seems that rain particles would appear in unloaded chunks in the end dimension and whether it's when the weather of the overworld is rain is unknown

This is WAI I believe. As the chunks haven't loaded in, the weather hasn't either.
