[MC-167034] observer comperatorbug

if you get an impulse of an observer into a comperator it doesnt transfer the signal.
if you put a comperator behind the first gets enlighted

The first thing you showed looks to be a redstone clock type of thing, the second is because the comparitor only goes in one direction (iirc)

This is mostly MC-109737.
A comparator has a higher prio when facing into another comparator or repeater, which is basically MC-54711.
