[MC-167043] Enchantment glint does only apply to the handle of shields with banners

The bug

The enchantment glint does not render properly on shields that have a banner applied to them. The enchantment only shows correctly on the handle of the shield.

Can confirm. This only applies to shields with banners, regular shields are not affected. I updated the ticket accordingly.

It should be changed to affects shields in general as since 20w18a, my enchanted shield with no banner design doesn't look enchanted at all.

Confirmed in 20w19a. Normal shields render but banner shields do not. Perhaps make it render not on the banner but on the rest of the shield? (back of the shield and the metal edges if possible.)
