[MC-168067] Bee Nests are not spawning naturally

I used a seed where three bee nests spawn near the spawn, but none of them spawn in for me. I can access bee spawn eggs and bee nests in the creative menu and cheats, but they do not spawn naturally.

Cannot reproduce. Here's a naturally spawned bee nest:

Took me maybe 45 seconds in Creative mode in a freshly generated world.

Bee Nests spawn naturally in Flower Forests, Plains, and Sunflower Plains biomes.

I looked up a seed where three bee nests spawn in a flower biome and I coppied that seed exactly, it is the same seed just no bee nests are spawning in

I just loaded a new SP world, seed is 102130409161000281 and I'm around -318 147 and there are several bees, but I have not found any bee nests. I followed the bees around and they are not path finding to any nest, I went into spectator mode and haven't been able to find a nest.
