The Bug
This is very inconsistent behaviour with all other plant blocks, which can be planted on both grass and dirt and its variants.
Steps to Reproduce
Build the setup as shown in the attachment below.
Obtain some dead bushes and attempt to place one on each of the six blocks.
Take note as to what blocks you can place dead bushes on and what blocks you can't.
Observed Behavior
Dead bushes cannot be placed on farmland.
Expected Behavior
Dead bushes would be able to be placed on farmland.

If you had actually even looked at the pictures attached to the issue you'd be able to see that that statement is completely wrong, as they can also be placed on dirt. They can also be placed on a multitude of other blocks.
Also, Mojang has assigned this a priority instead of just immediately closing it, likely proving that it's not intentional.
I get why it wouldn't work for farmland, as for grass, there used to be a block called "Shrub". It looked very similar to the dead bush, but was for grass. I could be wrong, but I think it was only accessible by commands and was completely removed in 1.13 for some weird reason. I really whish it wasn't though. Another weird thing about it was it was on console (non bedrock versions) like the PS4.
