If you stand behind 2 tall vines an have a creeper blow up on the other side of the vines being point blank, the creepers explosion will do only half a heart of damage even with no armor or effects
Note this even happens with charged creepers

Can confirm- and it seems to affect more foliage than just vines as well.

On a side note, Palts, more often than not, it is useful to put your specs and operating system (also referred to as 'Environment') even if something seems like a simple gameplay bug. On Windows, you are able to acquire your spec information by the means of searching "Run", and input "dxdiag" in its box. The first page should do.
