If a part of the world is loaded on the server the chunks will (partially?) transferred to the client event if the clients view-distance is smaller.
This results campfire smoke being visible outside of the rendered area (see screenshot).
In singleplayer this happens within the border-region of chunks that are loaded but not visible (one chunk width).

From my own test in singleplayer, I was unable to reproduce this behavior in 1.21. Turning my render distance down to 2 and unloading the chunk by either flying away, or leaving/rejoining would result in the campfire's particles not showing when I got near (but not inside) the chunk again.
Considering the report does not include clear steps to reproduce, could you test this issue in the latest version in either single-player or multiplayer and very it is still observable?
If it is, adding up to date steps to reproduce would be appreciated.
I noticed this in 1.15.2 on my server where i use campfires for decoration purposes and when I go further away from them I notice only smokes while chunks are not even loaded there. So I jumped to see if this was fixed in 1.16, but it seems like its not.
