I don't recall this working like that in older versions, there used to be a lot of texture packs that changed the steve texture and it affected multiplayer.
Even if it was intended, it's not optimal behavior. If I want to modify a default skin so all the instances of that skin look a certain way in order to fit in with my resource pack's artstyle, I should be able to.

Not sure how this is the same as that issue. Those are completely new blocks/item types with new textures while this is just a boat model with a chest.
Can confirm, worried as it says “Editing the world’s settings now can’t change this”. Hopefully when it's fixed I can still earn trophies in my world.

This is a bug, it did not happen before 1.19 as far as I know

Could it be that it's only taking one chunk's inhabited time into account when calculating local difficulty?
