Flint and steel cannot replace otherwise replaceable blocks with fire when targeting adjacent blocks

Certain blocks, such as grass, can be replaced by aiming at the block supporting them and using items on them. These items can include blocks as well as buckets of fluid, which work in replacement. However, flint and steel, which places a fire block, does not work for this, and all such actions completely fail with it.
