When a block that changes state when powered is placed next to a source of power, it will be instantly placed in its powered state, as opposed to being placed in a non-powered state and then being powered. However, the redstone torch seems to be an exception to this - when placed on for example a redstone block, it will appear powered for a moment before turning off, instead of being off by default.

This is a WAI. Redstone torches shut off if they are hit by another redstone signal (eg the redstone block)
Isn't this simply caused by torches having a 1 redstone tick delay?
