I cant understand your issue here,but wither skeletons are supposed to infect you with the wither potion when they attack you.

But not wither two I think he means

I have tested this in 1.4.3, and they work as intended.
They do wither 1 on all difficulties.

I think he might mean that the "whiter skeletons" (the normal ones) are doing the wither affect. so the message is meant to go: When the whiter skeletons attack you they inflict wither too. so he is actually talking about the white skeletons with the bows not the black ones with the swords.

Wither Skeletons should give you Wither Sickness I, not Wither Sickness II ,I understood the issue
