Pretty self-explanatory from the title dear Mojang, items burn as soon as you throw them into both lava & fire, they do burn in lava, however burning them in normal and soul fire doesn't make them disappear, not even catch fire.

However, this issue is a Duplicate of MC-170881.
That ticket has already been resolved as Fixed. The fix will arrive in the next version or is already included in the latest development version of the game, you can check the Fix Version/s field in that ticket to learn more.
