To do this, you need a server that occasionally says it cant keep up.
Once you can get this error, try typing a command.
If the error appears midtyping, you will have the text over your error.

You can easily tell this is a bug.
Normaly, it would do this for the error:

And it could make the command on a new line (bukkit does this)

The problem is that the message obstructs the command, not that there is a message.
My computer isn't the best, so that's why the message come up.
Bukkit uses jline to get around this problem, however, that feature is not present in vanilla Minecraft.
This sounds more like a feature request for a better console output, not a bug report, per se.
True, it is a feature request, but by that logic, requesting a bug to be fixed is a feature request.
But the fact that it messes up the output like that is annoying.
That is a bug, I provided a solution. Yes, the solution is a feature request, but I think that this is still a bug report.

This may be because your computer has something slowing it down? trying to teleport so far out on a server can crash/overload it..
