First off, I only encountered this glitch on this snapshot. It was only one chunk affected, and it would say that all blocks were filled.
The fill command used was:
/fill 64 56 192 191 56 319 minecraft:black_concrete

I was making a map wall at the time of this glitch.

Just looked at a map of the thing, and it says it is filled in normal, and when I right click it appears.
I filled it to the color I needed the area to be and it did it again in that same chunk. Attaching the Yellow screenshot now.
I attached two copies of my world. The first when I initially found the glitch and the second is when I had to get off. I found that it happens in multiple different chunks, but I didn't have enough time to record the last few chunks. I also found that it happens when you use the /fill command to fill an area spanning over multiple chunks.
I forgot to mention this beforehand, but going over the latest.log file I realized the chunk was still glitched even after using "f3 + a" to reload chunks.

I just walked over it, and it seems to be ghost blocks. It is making me hover/glitch like ghost blocks.
