Beacons don't tolerate inaccessible blocks encased by bedrock

While not technically a bug, it is surely a game-breaking unintended issue. This is a problem because it prevents using a beacon there. Beacon beams can go through bedrock but not netherrack, and the random spotty unnecessary bedrock generation of the bedrock roof (and ground) sometimes make a block get encased in bedrock. I tried breaking it with explosions but to no avail.

Perhaps a better title for this bug would be "beacons don't tolerate blocks encased by bedrock".

To reproduce, run

/execute in minecraft:the_nether run tp @s -35.57 119.58 32.50 6.39 -90.00

there should be a netherrack above you, that is fully incased in bedrock. This should work at any seed, since the bedrock pattern is the same on every seed. This should also work with basalt in the basalt deltas and with soul sand or soul soil in the soul sand valley.

An inconsistent workaround to destroy the netherrack is to summon the wither right next to it, but that is also very RNG based. Annoying to deal with on any cheatless run of the game.
