If there's too many command blocks running near you, any command block nearby will not load

Whenever I'm working on commands if I go near too many repeating blocks, my FPS drops which as I'd expected since it's running a lot, but the actual problem is that trying to turn them off will never work because they don't load the command or allow me to change the block data (from Always Active to Needs Redstone) because it's stuck on an "empty command" sort of thing. It acts as if I've never modified the command, but I have and other commands with text in them stop working if I get too close to the repeating ones.

The first image is of the command being bugged, the second image is the same command but moved away, you can see that I'm in front of the wall of commands yet the command loads, but if I turn to the wall and open it, the command stops loading.

It says resolved but I am still getting the problem as of 20w22a. I am working on a very large scale project and there are about 400 repeating command blocks and I am near about 250 at a time. I have to open the command block about 13-56 times for it to load the command inside. I also noted that when there are even more command blocks some other command blocks fully stop working even though they are always active. This might just be because the commands are not loaded, or a separate bug.

In the video I added to the attachments you can see that if I click "Done" or the enter button it saves as having no command. But if I keep clicking cancel to load up the command or re-typing the command over and over eventually it will keep working.

it happens if at least 64 command blocks in the same chunk update their LastOutput every tick

Workaround: set TrackOutput to 0b for all command blocks

Could someone please attach a world in which this can be reproduced?
