[MC-173244] Target block moved by pistons permanently keep their signal strength

The bug

When moved by a piston, a target block will permanently keep its signal strength, even if the arrow is removed.

Hope it will be fixed only partially leaving a gate for advenced redstoners (0-tick push of target block?), or at least for creative players with debug stick.
