Comparator is unable to detect output signal from Target Block when a solid block is between them, unlike other redstone components.
This prevents being able to use decorative facades between a build utilizing the new Target Block and the redstone that would ideally be hidden away behind a wall.

The target block is a signal source, not a container, so I think you don't even need a comparator.
