[MC-174024] Spawn rates for dolphins and squid are higher than before

The bug

Due to the new changes for fish spawning, dolphins and squid spawn more often. Drowned spawning is also affected, but drowned spawn rate problems is MC-132944.

Confirmed for drowned, but the drowned spawn rate was already broken. Relates to MC-132944

so dolphins returned to italy

Fixed in 20w19a. Dolphins and squid now spawn about as rarely as drowned (that don't come from ruins).
