[MC-174485] Unbreaking enchantment doesn't reduce damage from Soul Speed properly

The bug

It seems like the Unbreaking enchantment dosen't reduce the damage from walking on Soul Sand and Soul Soil using Soul Speed boots nearly as much as it should.

The difference between no unbreaking and Unbreaking III is only 13 damage points, despite having traveled 1000 blocks.

I verified in breakpoints that this is definitely working. The nature of damage from Soul Speed means it's random, so the attached video doesn't actually prove it's not working. Armor items also are less often affected by Unbreaking, and from what I can tell in the video the Unbreaking item seems to have more durability afterwards.

With Unbreaking III I'd expect it to reduce the damage way more than by just 13 points over 1000 blocks?
