[MC-175116] Drowned mob spawners only spawn one drowned per spawning attempt

I have tried several spawners in oceans, and each one only spawns one drowned each spawning attempt.

The monster spawner is able to spawn more than 1 drowned on numerous attempts. If you are still experiencing this issue, please create a new report with clear steps to reproduce, and a reliable setup to do so.
