The Bug
When you exhaust the respawn anchor, die and spawn in the overworld, hitting blocks makes them turn into the same block as at the same coordinates in the nether. Apparently, when dying in the nether while depleting the respawn anchor, the game only partially teleports the player back into the overworld.
Placing blocks works fine, but breaking any blocks will cause ghost blocks to appear.
To reproduce
Set up and power a Respawn Anchor, make sure to set it as your respawn point.
Switch to survival mode and kill yourself until you exhaust the Respawn Anchor.
Kill yourself again so you respawn in the overworld
→ ❌ Hitting a block now makes it turn into the same block as at the same coordinates in the nether

Unrelated to Mc-175169 as that is the explosion this is you respawn after being in the nether and it creates a strange nether glitchyness
Can confirm that I've had the same issue. However you don't need to die in the Nether, you just need to have a depleted respawn anchor in the Nether. Dying in the Overworld under these conditions will yield the same glitch.
Also of note that these Nether ghost blocks can be broken, causing the corresponding blocks in the Nether become broken (and yield their drops once you return to the Nether). Right clicking blocks or placing blocks also causes ghost blocks to return to normal until hit again. In general left-click actions appear to interact with the Nether and right-click actions interact with the Overworld.
This glitched state can also be exited by either relogging, dying, or travelling to another dimension. Relogging and dying both returning you to the Overworld as you'd expect.
I've had the same issue. Kinda messed up my testing world.. as @LaserSlimeHD said, we should have a 20w12b snapshot to fix this issue. But I can wait till next snapshot 🙂
This is happening at 20w13a even without setting up a respawn anchor. You can't place any block and nether portals aren't working.
If you try to break a block, it changes to a nether block, sometimes any other nether ore or just air. If you right click it, it comes back to its original block. (https://imgur.com/a/aos6jx4) The torch shown in the last image was put using the setblock command and then right clicking the block where it was supposed to be.
If you try to reload the world, a new model of your character appears but you can't control it. You can just move your camera view. (https://imgur.com/a/f1cD08M)
In 20w13a, it no longer seems to load blocks from the nether, but from the overworld instead. Still ghost blocks though. Scratch that, I was just in a location where there was a giant cave in the Nether at the same coordinates.
In 20w13a, more bugginess was introduced, which is tracked in MC-176004.
