I used spawn eggs to get villagers. I was constructing a villager breeder with a farm attached but the villagers will not accept food and the farmer will not farm. I have tried using the replace item command to empty their inventory or give them some potatoes.
Update: I have conducted further testing and I have found that this also happens with naturally spawned villagers.

Thanks for the information, but my problem is that the villager will not farm at all. I have tried carrots and potatoes in the farm. I will try wheat next. I have also learned that this effects naturally spawned villagers too.
Seeing as this ticket has been created prior to 20w13a, I think it's possible that @unknown is facing a different problem than @unknown and @unknown. @unknown, could you check what /gamerule mobGriefing
is set to in your world?
It could be true, but the description is vague enough that I'm not sure how or if I should make a new one without it getting marked as a duplicate?

I get this issue as well in 20w13a. The farmer villager will eventually have his inventory filled and stop harvesting crops altogether. This currently breaks any form of wheat farm that I can currently think of. To "fix" this issue, in previous versions you could fill all 8 of a villager's inventory slots full of seeds and they'd harvest regardless of whether their inventory was full or not. However, because they now compost seeds they'll simply fill up on bread, bonemeal, wheat, etc. and stop harvesting.
My own personal suggestion would be to allow farmers to harvest crops, regardless if they already have food or other items in their inventory.
