The bug
Normally you aren’t able to destroy netherite when thrown into lava, however this mechanic can be bypassed by putting netherite into a container such as a shulker box, a chest with an NBT, or a bundle (see MC-204146), then throwing the container into lava.
This is most likely caused by the fact shulker boxes, chests and bundles can be burnt in lava, and when they are burnt, all of it's NBT data gets deleted regardless of whether the item is fireproof or not.
How to reproduce
Throw a netherite ingot into the lava
→ ✔ The netherite ingot isn't destroyedPut the netherite ingot into a shulker box, a bundle, or summon in a chest with an NBT.
→ ❌ All of the contents of the container is destroyed by lava, including netherite, when thrown into it
Someone has made a datapack that fixes this issue for shulker boxes. https://www.planetminecraft.com/data-pack/netherite-items-come-out-of-burnt-shulker-boxes/#
Be mindful that this pack has a bug where sometimes the netherite is invisible when coming out of burnt shulker boxes. Relogging should fix the issue.

Well I meant the NBT part is not possible in survival but since I almost forgot that this is possible with shulker boxes, I can confirm that the netherite ingot or any other netherite-related item (including ancient debris) can be destroyed by that.
you could add where the shulker breaks and the items all fly out of it then the burnable ones get burned and the unburnables would survive
Yes, that’s my suggested fix too. And if you throw a lodestone into the lava the netherite ingot would fly out.
Edit: perhaps accomplish this by giving all items a loot table like players, to 100% drop all items in their inventory when destroyed (and if this were to get implemented then tossing beehives and bee nests into the lava shouldn't destroy the bees instantly too, instead make them all pop out and burn unless they have fire resistance.). Maybe if there is a curse of vanishing netherite item in the shulker box when it gets destroyed that item should despawn.
I don't think this is even possible in survival.
